1. Statement of intent

It is the duty of James Clark Properties to ensure the health, safety and welfare at work of all our employees (which includes sub-contractors) and any others affected by our activities.

To this end we will;

provide and maintain safe plant  and safe systems of work

ensure safety in the use, handling, storage and transport of articles and substances

provide such information, instruction, training and supervision as is necessary

provide and maintain a safe working environment and adequate welfare facilities

Carry out an assessment of risk to establish, implement and maintain adequate controls by providing a detailed project specific method statement with accompanying risk assessment to all employees engaged on that project with a copy to the client for dissemination to their employees, and an additional site copy for any visitors etc.
 
Consult with our employees on matters that could affect their health and safety. This consultation will take place soon enough for employees to express their views and for these views to be considered.

2. Organisation for Safety

James Clark is responsible for all of the activities outlined in ‘1. Ellen Fox is responsible for the maintenance of all records, specifically as the contact for any accident reporting.

On each project, an Operative-in-Charge will appointed as a site contact for day to day health & safety matters and to ensure that the method statement and risk assessments are complied with. This individual will be responsible for notifying the office personel of any deviation from the method statement & risk assessment deemed necessary by events on site. They will be an existing employee who has the required knowledge and experience relevant to our business activities.

It is the duty of every employee in accordance with the Health & Safety at Work Act to take reasonable care both for his or her own health & safety and also for that of other persons and to co-operate fully with his or her employer or any other person, as far as it necessary to enable any statutory duties or requirements imposed on the employer or other persons to be complied with. Each operative present on any project will, before the commencement of any activity, be inducted by the Operative-in-Charge onto the project site, reading and signing the site specific method statement with risk assessment.

3. Arrangements for Safety

Prior to the commencement of any project, a thorough, site & project specific method statement will have been prepared. This will detail the area of works, the scope of works and the chronological method of works. It will detail any risks and hazards present, and the control measures that are to be taken to minimise/eliminate these. This document will be presented in an easy-to-read and concise format to ensure that the information contained within is communicated to all employees etc. It will be possible to deviate from this method statement only with the verbal consent of James Clark and an on-site risk assessment for any additional activities. This method statement will incorporate necessary information from the client with regard to safe access and egress to the place of works, emergency procedures and welfare facilities.

We will maintain a constant system of assessment to ensure that the safest possible systems of work are developed for real-life environments. All plant will be regularly inspected and any  damage repor

ted immediately to the hire company for recording and  repair. All operatives will trained by an experienced operative in their safe and effective use. This maintenance and inspection of plant will be documented with a diary system and written notes on each item. When not in use the plant will stored in an appropriate place.

The Operative-in-Charge will be trained in manual handling and will supervise all lifting operations. Appropriate equipment will be provided as necessary, e.g. slings etc. Any lifting operations will also be covered by the method statement. COSHH data sheets will be provided for all substances to be used on each project. The use of any new substance will be preceeded by a toolbox talk by Joe Corbett.

Prior to the commencement of the project, the area of works will be assessed to ensure that the work environment will be a safe place of work for the duration of the works, liaising with other employers on site, with any remedial action taking place prior to the commencement of works. Welfare facilities and access and egress to the place of works will be also be included in this assessment. Where welfare facilities are not suitable, temporary provision will be made prior to commencement.

There will a process of ongoing consultation with employees to ensure that there is a forum for the expression of their views on health & safety and time to consider these views. These views will be recorded in an appropriate document. Project specific views will be recorded in the method statement. These consultations will take place in a toolbox talk format.
